Remove the skin from the chicken. Dredge each chicken piece in flour and place in the bottom of the slow cooker. In a medium bowl, stir together soy sauce, brown sugar, garlic, and tomato sauce. Pour sauce over chicken.
Cover, and cook on high for 4 hours or low heat for 6 hours.
Remove the chicken from the bones and return to the slow cooker. Serve chicken in sauce over brown rice or on wheat sandwich buns.
